The Dragons sit on perches above the Words of Power that are outdoors. You can also come across Alduin resurrecting dragons, and also you can randomly come across dragons attacking other mobs in the game...Plenty of opportunities to sneak up on them.

For example I was doing some mission, and while riding my horse I come across a Dragon attacking some Stormcloak Camp.
